Belvidere Township - Resolution 2026-1
1. The following SSD is created and established for the area legally described on Exhibit A and graphically depicted on the map as Exhibit B which are both incorporated herein by reference.
Exhibit A and Exhibit B are posted at the Belvidere Town Hall.
2. The purpose of this SSD is to provide for the general maintenance and long-term accountability of the anticipated 370th Street bituminous road improvement, including but not limited to pothole filling, patching, crack filling, sealcoating, bituminous overlay and full depth reconstruction purposes, for the benefit of all of the properties within the SSD pursuant to Minnesota Statutes Chapter 365A and any other applicable statutes.
3. The SSD shall be financed as follows: The services provided by the SSD as well as the expenses of creating the SSD shall be financed by and be the sole responsibility of the property owners within the SSD whose properties are put to a commercial or industrial use (which shall not include uses devoted solely to raising crops or raising livestock). A property tax levied only upon the properties that are put to a commercial or industrial use (which shall not include uses devoted solely to raising crops or raising livestock) or a levy of a service charge against such benefited users, or a combination of a property tax and a service charge on such benefited users shall finance the services described above.
4. This Resolution shall be recorded against the title to all property within the SSD as legally described on Exhibit A and graphically depicted on the map as Exhibit B. Should the legal description on Exhibit A conflict with the map on Exhibit B, the map on Exhibit B shall control the boundary of the SSD.
5. The SSD shall become effective upon passage of sixty days (60 days) from the publication of this Resolution in the Township’s official newspaper.
6. The Town Clerk shall cause this Resolution to be published and cause mailed notice to be given to residents as required by law.

RESOLUTION TO ESTABLISH A SUBORDINATE SERVICE DISTRICT FOR THE
IMPROVEMENT OF
370TH STREET
WHEREAS, 370th Street is expected to be improved in the future with bituminous surfacing to Township road standards; and
WHEREAS, a Petition requesting the creation of a Subordinate Service District (“SSD”) within an area legally described on Exhibit A and graphically depicted on Exhibit B, was filed with the Township Clerk requesting the establishment of a SSD to provide for the general maintenance and long-term accountability of the anticipated 370th Street road improvement, including but not limited to pothole filling, patching, crack filling, sealcoating, bituminous overlay and full depth reconstruction purposes, for the benefit of all of the properties within the SSD pursuant to Minnesota Statutes Chapter 365A and any other applicable statutes; and
WHEREAS, the Petition requesting the creation of the SSD also requested that the services provided by the SSD as well as the expenses of creating the SSD be financed by the property owners within the SSD whose properties are put to a commercial or industrial use (which shall not include uses devoted solely to raising crops or raising livestock), and hereby petitions Belvidere Township to establish said SSD; and
WHEREAS, the Town Clerk reported to the Belvidere Town Board of Supervisors that the required 50% of signatures had been verified and in conformity to Minnesota Statutes Chapter 3 65A; and
WHEREAS, a Public Hearing was held on the 12th day of May 2026, at 7:00 p.m. at the Belvidere Town Hall located at 26529 370th Street, Goodhue, Minnesota 55027 to consider the creation of a SSD for the area legally described on Exhibit A and graphically depicted on Exhibit B; and
WHEREAS, all statutory legal requirements regarding giving notice have been satisfied; and
WHEREAS, the Belvidere Township Board of Supervisors determined that the creation of a SSD to be in the best interest of the landowners of said area.
BE IT THEREFORE RESOLVED that the Belvidere Township Board of Supervisors, Goodhue County, Minnesota does hereby establish a SSD pursuant to Minnesota Statutes Chapter 365A with the following stipulations and conditions:
