Members Present: Mark Nichols, Cindy McGrath, Amy Alkire, Faye Brown, Megan Kramer, Katie Novak, Russell Boe
Members Absent:    None

Mayor Nichols called the meeting to order at approximately 6:00 p.m. with a quorum present.

New Business:
Adopt Resolution 22-024 calling a Public Hearing on the creation of a TIF district and adoption of a TIF plan for the Underwood Terrace project
Motion McGrath, second Kramer to adopt Resolution 22-024 calling the public hearing on the establishment of a Tax Increment Financing (TIF) district No. 1-18 within municipal development district No. 1, and the adoption of a TIF plan relating thereto.  All Ayes 7-0-0. Motion carried.
Approve hire of Marina 2022 seasonal staff
Motion Alkire, second McGrath to accept the seasonal staff for the Lake City Marina. All ayes 6-0-1 (Brown abstain)
Unfinished Business:
Adopt Resolution 22-003 approving an amendment to the final development plans for Oakhurst at the Jewel
Motion Alkire, second Novak to adopt Resolution 22-003 approving John Wimbley’s request to amend the final development plan for Oakhurst at the Jewel.
Roll call vote: Novak aye, McGrath nay, Kramer aye, Nichols nay, Alkire aye, Brown nay, Boe nay.  Motion fails 4-3-0.
Motion McGrath, second Brown that the applicant lacked legal standing to make the request. Roll call vote: Novak aye, McGrath aye, Kramer aye, Nichols nay, Alkire nay, Brown aye, Boe aye.  Motion carried 6-1-0.
Consent Agenda
a. Review and approve Council workshop minutes April 11th, 2022
b. Review and approve Council minutes April 11th, 2022
c. Review and approve expense claims April 7-May 4th, 2022
d. Adopt Resolution 22-023 Confirming board and commission Advisory appointment – Perkins, Public Safety Board

m. Approve hire of Marina 2022 seasonal staff
n. Approve updated Lake City Data Practices procedures
o. Approve task order #7 with Bolton & Menk Inc for local street pavement evaluation.
p. Approve ambulance billing contract with Expert Billing.
q. Approve drainage and utility easements for Marina parking lot
r. Approve mutual aid agreement with Lund Fire District for ice and water rescue
Motion Alkire, second Novak   to approve the consent agenda as presented. All ayes 7-0-0. Motion carried.

Motion Alkire, second McGrath to go into closed session to consider strategy for labor negotiations pursuant to Minnesota Statutes Section 13D.03, subdivision 1(b), at 7:05 p.m.    All ayes 7-0-0. Motion carried.
Motion Brown, second McGrath to open the meeting at 7:45 p.m. All ayes 7-0-0.  Motion carried.
Motion McGrath, second Kramer to adjourn at 7:45 p.m.   All ayes 7-0-0.  Motion carried.
