Members Present: Mayor Brian Quinn, Russell Boe, Robert Newsome, Cindy McGrath, Megan Kramer, Faye Brown, Amy Alkire.
Members Absent: None.

The meeting was called to order at 6:00 p.m. by Mayor Quinn with a quorum present.

New Business
Conditional Use Permit CU26-001 by Tom Olsen
Motion by McGrath, second Newsome to recommend approval of the conditional use permit requested by Tom Olsen for 1,380 square feet detached accessory building according to the plans dated February 13, 2026. All ayes, 7-0-0. Motion carried.
2026 Street Improvements Project – Approval of Plans and Specifications and Authorization to Advertise for Bids
Motion by McGrath, second Boe to approve the plans and specifications for the 2026 Street Improvements Project and authorize advertisement for bids. All ayes, 7-0-0. Motion carried.
Approve Task Order 25 for Construction Services - Woodland Drive Watermain Extension Project
The City of Lake City is proceeding with construction of the Woodland Drive Watermain Loop project. Task Order No. 25 authorizes Bolton & Menk, Inc. to provide construction-related services necessary to support the implementation of this improvement under the existing Master Agreement for Professional Services. This project will establish a looped watermain connection, improving system reliability, water quality, and redundancy within the distribution system. The scope of services included in this task order consists of: Construction contract administration, including coordination with the contractor, shop drawing review, change orders, and payment processing; Limited construction staking for watermain installation; Construction observation and quality assurance, including approximately 90 hours of full-time observation and additional punch list support; Coordination of material testing through American Engineering Testing (AET) Project closeout services, including record drawings and GIS integration. Construction is anticipated to begin in April or May 2026, with an estimated duration of approximately three weeks and substantial completion targeted for May 29, 2026. Approval of this task order will ensure appropriate engineering oversight, quality control, and coordination during construction of this water system improvement.
Estimated construction services fee: $37,500. Estimated reimbursable expenses (material testing): $4,500 Additional reimbursables: Permit fees (as applicable). These costs are consistent with the scale and short duration of the project and are included within the overall project budget.
Motion by Boe, second Newsome to approve Task Order No. 25 with Bolton & Menk, Inc. for construction services associated with the Woodland Drive Watermain Loop project. All ayes, 7-0-0. Motion carried.
Approve Task Order 24 for Construction Services - N Garden Street Reconstruction
The City of Lake City is advancing the North Garden Street Reconstruction project into the construction phase. Task Order No. 24 authorizes Bolton & Menk, Inc. to provide construction-related services in support of this project under the existing Master Agreement for Professional Services. This task order represents a continuation of the project’s existing scope and billing structure and focuses specifically on construction administration, observation, and project closeout services. The scope of services includes: Project communication efforts, including newsletters, public informational meetings, and weekly construction updates to staff; Construction contract administration, including coordination with the contractor, change orders, pay applications, and meeting facilitation; Construction staking for utility and surface improvements; Full-time and part-time construction observation, including a Resident Project Representative and support staff Material testing coordination through American Engineering Testing (AET) Project closeout services, including record drawings and GIS data integration. The project is scheduled to begin construction in April 2026, with substantial completion anticipated in October 2027. Approval of this task order is necessary to ensure proper oversight, quality assurance, and coordination throughout the construction phase of this significant infrastructure project.
Estimated construction services fee: $560,000. Estimated reimbursable expenses (construction material testing): $38,300. Additional reimbursables: Permit fees (as applicable). These costs are consistent with the project budget and reflect the anticipated full construction schedule extending through 2027.
Motion by Kramer, second Alkire to approve Task Order No. 24 with Bolton & Menk, Inc. for construction services associated with the North Garden Street Reconstruction project. All ayes, 7-0-0. Motion carried.
