Mayor Quinn called the meeting to order at 6:00 p.m. with a quorum present.
Review and adopt/amend agenda
Motion by Brown, second Alkire to adopt the agenda. All ayes, 7-0-0. Motion carried.
Public Forum
Truth & Taxation Public Hearing to Discuss 2026 Budget and Property Tax Levy
Motion by McGrath, second Brown to open Truth and Taxation public hearing to receive comments and questions. All ayes, 7-0-0. Motion carried.
Rick Berdahl – 205 North Garden Street, spoke to council about concerns for his property assessment. During the Finance Directors presentation, directions were given to residents on how to appeal the assessment with the county.
Mr. Berdahl also spoke to concerns he has regarding the North Garden Street project.
Motion by Brown, second McGrath to close the Truth and Taxation public hearing. All ayes, 7-0-0. Motion carried.
Consent Agenda
a. Review Council minutes from November 10, 2025
b. Review Council Workshop minutes from November 10, 2025
c. Review and approve expense claims November 1, 2025- November 30, 2025
d. Approve 3% COLA for all non-union employees
e. Approve Planning Budget Adjustment
f. Approve 2026 license applications for City issued licenses
g. Approve request for the Wabasha County Pheasants Forever #41 to host a raffle event on April 4, 2026 at the Lake City Sportsman’s Club
h. Approve 2026 Council Meeting Schedule
Motion by Kramer, second Alkire to approve the consent agenda. All ayes, 7-0-0. Motion carried.
New Business
Adopt Resolution 25-056 Certifying 2025 Levy for payable 2026
Motion by McGrath, second Alkire to adopt Resolution 25-056 certifying the 2025 Property Tax Levy for Payable in 2026. All ayes, 7-0-0. Motion carried.
Adopt Resolution 25-057 approving City’s 2026 budgets by category
Motion by Brown, second McGrath to adopt Resolution 25-057 approving the City’s 2026 Budgets by Category. All ayes, 7-0-0. Motion carried.
Approve reclassification of the Marina Administrator position
Motion by Kramer, second Alkire, to approve reclassifying the Marina Administrator to Grade 12, Step 7. All ayes, 7-0-0. Motion carried.
