Meeting was called to order at 6:00 p.m. with a quorum present.
Review and adopt/amend agenda
Consent item (j.) was moved to New Business item (e.).
Motion by McGrath, second Alkire to approve the agenda as amended. All ayes, 6-0-0. Motion carried.

Motion by McGrath, second Newsome to approve the consent agenda as amended. All ayes, 6-0-0. Motion carried.
New Business
Approval of Bid Award – North Garden Street Reconstruction Project
Motion by Kramer, second Alkire to Award the North Garden Street Reconstruction Project contract to Fitzgerald Excavating as the lowest responsible bidder in the amount of $4,177,429.31. All ayes, 6-0-0. Motion carried.
Approve 2025 budget carryovers to 2026 budget
Motion by McGrath, second Boe, to approve budget carryovers from the 2025 Budget to the 2026 Budget. All ayes, 6-0-0. Motion carried.
Approve the hire of Abbey Glenna as Planning & Community Development Department Administrative Assistant
Motion by Boe, second Kramer, to approve the hire of Abbey Glenna as Planning & Community Development Department Administrative Assistant. All ayes, 6-0-0. Motion carried.
Approve the hire of Sherri McGinnis as Library Aide
Motion by McGrath, second Alkire, to approve the hire of Sherri McGinnis as Library Aide. All ayes, 6-0-0. Motion carried.
Approve the Delinquent Utility Disconnection Policy as presented
Motion by Boe, second McGrath to Approve the Delinquent Utility Disconnection Policy with requested amendments. All ayes, 6-0-0. Motion carried.
Unfinished Business
Waive Second Reading and Approve Ordinance 649 Planned Unit Development Amendment #PD25.002 by Scott & Carma Willers
Motion by Newsome, second Boe to waive the second reading and approve Ordinance 649 for the request for a Planned Unit Development Amendment to allow Lot 4 and Lot 5 Block 1 to be combined. 5 ayes, 1 opposed, 5-0-1. Motion carried.
