Members Present: Mayor Brian Quinn, Amy Alkire, Faye Brown, Russell Boe, Robert Newsome, Cindy McGrath.
Members Absent: Megan Kramer.
Staff Present: City Administrator Rob Keehn, City Attorney Sarah Sonsalla, Port Authority Executive Director Doug Grout, Planning & Community Development Director Kristi Gross, Public Works Director Mitch Rigelman, City Clerk Michelle Seydel.
Mayor Quinn called the meeting to order at 6:00 p.m. with a quorum present.

Review and adopt/amend agenda
Motion by Boe, second Alkire to adopt the agenda as presented. All ayes, 6-0-0. Motion carried.
Public Forum
Bruce Carlstrom, 2528 Clubhouse Drive, Lake City, Minnesota, 55041. Spoke in favor of the Council accepting the donation from Forward Bank and the Greater Lake City Community Foundation to cover the cost of swim lessons levels 1-3.
Consent Agenda

c. Review and approve expense claims April 1, 2026- April 30, 2026.
d. Approve Hok-Si-La Equipment Rental Agreement with Lake City Boat Club & Rentals, LLC.

Motion by Brown, second Newsome to approve the consent agenda as amended. All ayes, 6-0-0. Motion carried.
New Business
Approve Contract Award for 2026 Street Improvements Project
Motion by Brown, second McGrath, to approve the award of the construction contract for the 2026 Street Improvements Project to Monarch Paving Company in the amount of $791,436.70. All ayes, 6-0-0. Motion carried.
Accept donation from Forward Bank and the Greater Lake City Community Foundation to cover the cost of swim lessons levels 1 - 3.
Motion by McGrath, second Boe, to accept donation from Forward Bank and the Greater Lake City Community Foundation to cover the cost of swim lessons levels 1 - 3. All ayes, 6-0-0. Motion carried.
Approve Task Order No. 3 with DGR Engineering for Phase 1 Electric System Improvements
Motion by Boe, second Brown, to approve Task Order No. 3 with DGR Engineering for Phase 1 Electric System Improvements. All ayes. 6-0-0. Motion carried.
Loan request - Downtown Housing Improvement Program
Motion by Boe, second McGrath, to approve a Downtown Housing Improvement Program loan, not to exceed $19,500 to Eagle Place Properties for two apartments (104 1/2 and 106 1/2) at 106 E. Lyon. All ayes, 6-0-0. Motion carried.
Facade Improvement Program Guidelines change
Motion by McGrath, second Alkire, to allow eligibility of the Facade Improvement Program loan to all Lake City business zoning districts. All ayes, 6-0-0. Motion carried.
Introduce and Waive the First Reading Ordinance 651-Floodplain Management Regulations
Motion by McGrath, second Boe to introduce and waive the first reading of Ordinance 651 to Repeal and Replace Chapter 151 of the Lake City Code for Floodplain Management Ordinance. All ayes, 6-0-0. Motion carried.
