If within 60 days thereof, a petition requesting a referendum signed by registered voters equal in number to five percent of the registered voters in the City, or 2,000, whichever is less, is filed with the City Clerk, the ordinance is not effective until approved by the voters in a general or special election or the Council may reconsider its action in adopting the ordinance.
