Mayor Nichols called the meeting to order at approximately 6:00 p.m. with a quorum present.
Review and adopt/amend the agenda
Motion Brown, second Alkire to adopt the agenda as presented. All ayes 6-0-0. Motion carried.
Disclose conflicts relating to agenda items
Brian Quinn disclosed that he is the property owner for item 5 (e) Approve creation of Lot 1, block 1 of Eaglewood Estates Seventh addition and will recuse himself from discussion and voting on the item.

New Business:
Approve hire of Travis Dunn as Assistant Public Works Director
Motion Brown, second Quinn approving hire of Travis Dunn as Assistant Public Works Director at Step 4, Grade 16 on the full-time pay scale ($47.69/hr.) and with 9 years of experience for the purpose of PTO accrual (7.5 hrs./pay period). An additional step will be awarded upon successful evaluation at 6 months. All ayes 6-0-0. Motion carried.
Adopt Resolution 23-026 an amended Investment Policy
Motion McGrath, second Alkire to adopt Resolution 23-026 establishing an amended Investment Policy. All ayes 6-0-0. Motion carried.
Approve letter of support for Port Authority SMIF Small Town grant application
Motion Kramer, second Brown, to provide the Lake City Port Authority with a letter of support to be included with their application to the Small-Town Grant program available through the Southern Minnesota Initiative Foundation. All ayes 6-0-0. Motion carried.
Approve description and new position to support the Planning and Police departments
Officer/PT Police Officer/Zoning Enforcement Officer at Grade 10. All ayes 6-0-0. Motion carried.
Approve creation of Lot 1, Block 1 of Eaglewood Estates Seventh Addition
Motion McGrath, second Kramer to approve creation of Lot 1, Block 1 of Eaglewood Estates Seventh Addition. All ayes 5-0-0. Motion carried. (Quinn abstained)

Consent Agenda
a. Review and approve Council workshop minutes May 8, 2023

Motion Alkire, second McGrath to approve the consent agenda as presented. All ayes 6-0-0. Motion carried.
Future meeting dates
Closed session pursuant to Minnesota Statutes Section 13D.03, subdivision 1 (b) to review labor negotiation proposals related to the IBEW collective bargaining agreement. The Council may approve terms in a subsequent open session at this meeting.
Motion McGrath, second Brown to close the meeting at 6:45 p.m. All ayes 6-0-0. Motion carried.
Motion McGrath, second Quinn to open the meeting at 7:00 p.m. All ayes 6-0-0. Motion carried.
Motion Nichols, second Brown to approve the terms of the May 30, 2023, mediation process between the City of Lake City and IBEW with a one time 4.5% wage increase over COLA in 2023 for Electric Line workers (Journey/Apprentice), Electric Service worker, and Electric Foreman. All ayes 6-0-0. Motion carried.
Motion Brown, second McGrath to adjourn the meeting at 7:03 p.m. All ayes 6-0-0. Motion carried.
