Mayor Nichols called the meeting to order at approximately 6:00 p.m. with a quorum present.
Motion Kramer, second Alkire to amend the agenda as presented. All ayes 7-0-0. Motion carried.

Approve Resolution 23-011 a minor subdivision of real property owned by the City
Motion Alkire, second McGrath, to approve resolution 23-011 approving a minor subdivision of city-owned land as part of the land sale to NAP4, LLC. All ayes 7-0-0.  Motion carried.
Unfinished Business:
Waive second reading and adopt Ordinance 624 Approving an Energy Cost Adjustment (ECA) Policy on Electric Energy Billing and adopt Res 23-013 summary publication of Ordinance
Motion Boe, second Kramer to waive second reading and adopt Ordinance 624 approving an Energy Cost Adjustment (ECA) policy on electric energy billing. All ayes 7-0-0. Motion carried.
Motion McGrath, second Alkire, to adopt Resolution 23-013 authorizing publication of Ordinance 624 by title and summary. All ayes 7-0-0. Motion carried.
Waive second reading and adopt Ordinance 625 authorizing the sale of real property owned by the City and adopt Res 23-012 summary publication of Ordinance
Motion Brown, second McGrath, to waive second reading of Ordinance 625 selling real property owned by the city adjacent 991 W. Lyon Ave., Lake City. All ayes 7-0-0. Motion carried.
Motion McGrath, second Alkire, to adopt Ordinance 625. All ayes 7-0-0. Motion carried.
Motion Brown, second McGrath, to adopt Resolution 23-012 authorizing summary publication of Ordinance 625.  All ayes 7-0-0. Motion carried.
Approve Council 2023 work plan
Motion Boe, second Brown, to approve the 2023 council work plan. All ayes 7-0-0. Motion carried.
Consent Agenda
Review and approve Council workshop minutes February 13, 2023
Review and approve Council minutes February 13, 2023
Review and approve expense claims February 8-March 7, 2023
Approve a grant agreement for $200,000.00 from the Casey Albert T O’Neil Foundation for cabins at Hok-Si-La Park
Approve 2023 Fire Department officers
Accept the City’s 2022 financial statement by Smith Schafer & Associates
Adopt Resolution 23-010 confirming board and commission appointment – Sheffy Massey, DO, Ambulance Commission.
Motion McGrath, second Boe to approve the amended constant agenda. All ayes 7-0-0. Motion carried.
