Mayor Nichols called the meeting to order at approximately 6:00 p.m. with a quorum present.
Review and adopt/amend the agenda
Motion Brown, second Alkire to adopt the agenda as presented.  All ayes 7-0-0.
Disclose conflicts relating to agenda items

Arbor Day Proclamation
Mayor Nichols read aloud the Arbor Day Proclamation set as May 20, 2023 at Peters Playpark.

Adopt Resolution 23-023 calling for a Public Hearing on the creation of a TIF district and adoption of a TIF plan for Pepin Manufacturing, Inc.
Motion Alkire, second Brown to adopt Resolution 23-023 calling the public hearing on the establishment of a Tax Increment Financing (TIF) district No. 1-19 within Municipal Development District No. 1, and the adoption of a TIF plan relating thereto. Motion carried.  7-0-0.
Encroachment Permit condition request 608 N High Street
Motion McGrath, second Quinn to remove the encroachment condition at 608 N. High St. Roll call vote: Quinn aye, McGrath aye, Kramer aye, Nichols aye, Alkire aye, Brown nay, Boe nay. Motion carried 5-2-0.  
Approve Resolution 23-025 extending local emergency due to flooding
Motion McGrath, second Kramer, to approve Resolution 23-025 extending the declaration of local emergency due to flooding. All ayes 7-0-0.
Consent Agenda
a. Review and approve Council workshop minutes April 17, 2023
b. Review and approve Council minutes April 17, 2023
c. Review and approve Council special emergency minutes April 21, 2023
d. Adopt Resolution 23-021 for the State of Minnesota Joint Powers agreements with the City of    Lake City on behalf of its City attorney and Police Department
e.  Adopt Resolution 23-024 paying N. 7th Street construction expense prior to debt issuance
f.  Approve sale of Dodge Durango
g. Approve 1-4 day Temporary On-Sale liquor license for Lake City Chamber of Commerce Water Ski days event June 22-25, 2023
h. Approve 2023 liquor license renewals
i. Approve Public Works Chevy Bolt electric vehicle purchase and level 2 charger
j. Approve Parks, Pool, and Hok-Si- La Park 2023 seasonal hires
k. Approve DGR electric system study, task order #1
l. Approve City Administrator Keehn performance review and step advancement on anniversary date of employment.
Motion McGrath, second Boe to approve the consent agenda as presented.  All ayes 7-0-0. Motion carried.
