Mayor Nichols called the meeting to order at approximately 6:00 p.m. with a quorum present.

Approve Agreement for Residential Solid Waste and Recycling Collection Services with Hagedorn Enterprises, Inc.
Motion Alkire, second Quinn to approve agreement for residential solid waste and recycling collection services with Hagedorn Enterprises, Inc. All ayes 7-0-0.
Approve April Council meeting date change to April 17, 2023
Motion McGrath, second Boe to approve the Council workshop and regular meeting date change from April 10th to April 17, 2023. All ayes 7-0-0.
Introduce and waive first reading of Ordinance 624 Approving an Energy Cost Adjustment (ECA) Policy on Electric Energy Billing
Motion Boe, second Brown to waive first reading of Ordinance 624 approving an Energy Cost Adjustment (ECA) policy on electric energy billing. All ayes 7-0-0.
Introduce and waive the first reading of Ord. 625 authorizing the sale of real property owned by the city
Motion McGrath, second Kramer, to introduce and waive the first reading of Ordinance 625, authorizing the sale of real property owned by the city. All ayes 7-0-0.
Approve purchase agreement with Geneva Pacific Development Fund NAP4 LLC
Motion McGrath, second Alkire, to approve purchase agreement with Geneva Pacific Development Fund NAP4 LLC. All ayes 7-0-0.
Provide letter of support to LCAA for grant application
Motion Boe, second McGrath, to provide Lake City Area Arts with a Letter of Support to be included with their application to the Activate Rural Learning Lab programming grant available through the Department of Public Transformation.  All ayes 7-0-0.
Approve Acceptance of $200,000 Grant from the Casey Albert T. O’Neil Foundation
Motion McGrath, second Kramer to approve acceptance of $200,000 grant from the Casey Albert T. O’Neil Foundation for construction of three additional cabins at Hok-Si-La Park contingent on the City Administrator and City Attorney negotiating and approving a grant agreement with the Casey Albert T. O’Neil Foundation for execution by the City.  All ayes 7-0-0.
Approve Pool programming agreement with Red Wing YMCA for 2023
Motion Nichols, second McGrath to table the pool programing agreement until the March 2023 meeting. All ayes 7-0-0.
Award N 7th St Reconstruction Project to Rochester Sand & Gravel
Motion Boe, second McGrath to award N 7th St reconstruction project to Rochester Sand & Gravel for $2,897,790.04. All ayes 7-0-0.
