Notice of Environmental Assessment Worksheet for the proposed Milestone Materials - Highland Quarry

April 6, 2026 - WABASHA, MINN. – Milestone Materials proposes to conduct construction aggregate mining operations at its Highland Quarry property in Wabasha County, Minnesota. Proposed operations would include the extraction and processing of limestone aggregates and specifically would include the blasting, crushing, stockpiling, and sales of aggregates.
The Environmental Assessment Worksheet (EAW) for the Milestone Materials - Highland Quarry is now available for review. Comments regarding possible environmental impacts of the proposed project will be collected through May 8, 2026. The EAW can be viewed in person at the Planning & Zoning Office at: 625 Jefferson Ave. Wabasha, MN 55981 or online at:

The EAW provides information about the project and potential environmental impacts. The review process allows agencies and concerned parties to review the Worksheet and register official comments. Topics covered in the document include, but are not limited to: water resources, geology, historic properties, air, noise, wildlife and plant communities.
Comments collected through the EAW process will be reviewed and responses will be prepared. The County Board of Commissioners will determine if an Environmental Impact Statement (EIS) is needed. Additionally, comments collected from the EAW may be used to inform final design considerations for the project.
