NOTICE OF PUBLIC HEARING
ON A PROPOSED BUSINESS SUBSIDY
TO PEPIN MANUFACTURING, INC.
CITY OF LAKE CITY, MINNESOTA
NOTICE IS HEREBY GIVEN that the City Council of the City of Lake City (the “City Council”), will hold a public hearing on Monday, July 10, 2023, at approximately 6:15 P.M. at the City Council Chambers at 205 W. Center Street, Lake City, Minnesota, to consider a proposed business subsidy to be granted to Pepin Manufacturing, Inc. (the “Developer”), under Minnesota Statutes, Sections 116J.993 through 116J.995 (the “Business Subsidy Act”).  
The proposed subsidy involves tax increment financing assistance for the construction of an addition to increase the amount of manufacturing space to Developer’s existing business on certain property in the City.  
A summary of the terms of the business subsidy is on file and available for inspection at the office of the Executive Director of the Port authority at Lake City City Hall during regular business hours on and after the date of this notice.  At the public hearing, the City will consider granting the business subsidy in accordance with the proposed terms. After the public hearing, if the creation or retention of jobs is determined not to be a goal, the wage and job goals may be set at zero in accordance with the Business Subsidy Act.
Any person with residence in or the owner of taxable property in the City of Lake City may file a written complaint with the City Council if the City Council fails to comply with the Business Subsidy Act.  No action may be filed against the City Council for the failure to comply unless a written complaint is filed.
At the time and place fixed for the public hearing, the City Council will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal.  In addition, interested persons may direct any questions or file written comments respecting the proposal with the Executive Director of the Port Authority, at or prior to said public hearing.
