Emergency response personnel, 48 in all, from an area stretching from St. Paul to Muscatine, Iowa, were in Lake City and on Lake Pepin July 19 to learn and practice techniques for containing chemical spills.
Organized by Canadian Pacific Railroad, whose railway runs along this stretch of the Mississippi River, is part of a public and private network of spill containment resources known collectively as Community Awareness and Environmental Response (CAER).
