When the predicted heavy snowfall totals failed to materialize overnight Monday, so did the snow emergency declaration that seemed all but certain earlier that day.
Wabasha County was under a National Weather Service winter storm warning from Monday, Dec. 28, until 6 a.m. the following morning, with up to 12 inches of snow accumulation possible.
A message sent out over the city’s CodeRed public alert system made Monday said a snow emergency would be declared.
