A fairer alternative to the proposed Goodhue County redistricting plans

I’ve learned a lot about redistricting in the past two years and what can happen when it goes wrong. That’s why I was concerned when I looked at three proposed maps for Goodhue County’s five districts presented on January 18. It seemed obvious that existing district lines were being tweaked to meet legal requirements, leaving the smallest population district untouched.
