Mayor Nichols called the meeting to order at approximately 6:00 p.m. with a quorum present.
Recognition of June Brinkman and Kevin Liffrig with keys to the city for their community volunteerism.
Review & adopt /amend agenda
McGrath pulled item 8 (n) Adopt Resolution 22-046 confirming board and commission appointment Befort to Street & Parks Commission from the consent agenda.
Nichols added item 6(g) under new business to accept the resignation of a councilmember
Nichols added item 6(h) appointment to the Port Authority
Motion Brown, second Alkire to amend the agenda.  All ayes 6-0-0. Motion carried.

Tom Dwelle spoke in support of the Port Authority request to increase the contract hours with CEDA.

Mid-year Tourism financial update
Ed Hoffman presented the mid -year financials for the Lake City Tourism bureau.
Staff update on Ohuta Pavilion and pier/breakwater projects
Megan Smith provided an update on the Ohuta Pavilion and the pier/breakwater project that was part of the bonding bill.

Conduct Public Hearing-Certification of delinquent utilities, Ambulance charges, and Nuisance violations and adopt Resolutions 22-042 & 22-043
Utilities and Ambulance
Motion Kramer, second Brown to open public hearing at 6:30 p.m. All ayes 6-0-0. Motion carried.
Receive comments and questions: No one from the public spoke.
Motion McGrath, second Alkire to close public hearing at 6:31 p.m. All ayes 6-0-0. Motion carried.
Motion McGrath, second Brown to approve Resolution 22-042 to Approve Certification of Delinquent Ambulance-Wabasha County. All ayes 6-0-0.   Motion carried.
Motion Alkire, second Brown to approve Resolution 22-043 to Approve Certification of Delinquent Nuisance Violation-Wabasha County. All ayes 6-0-0.   Motion carried.
Adopt Resolution 22-040 approving proposed 2023 General Fund Revenue and Expenditure Budgets
No action was taken on Resolution 22-040.
Adopt Resolution 22-041 approving proposed Property Tax Levy Payable in 2023
Motion McGrath, second Brown to adopt Resolution 22-041, approving the proposed Property Tax Levy payable in 2023 to $4,252,421.00. Roll call vote: Boe aye, Brown aye, Alkire aye, Nichols nay, Kramer aye, McGrath aye. 5-1-0 Motion carried.
Approve Firefighter wage increase
Motion Brown, second Boe, to increase the firefighter hourly wage from $12 to $15 per hour effective 10/1/22. All ayes 6-0-0.
Adopt Resolution 22-045 approving an amendment to the contract for private development for Underwood Terrace housing project
Motion McGrath, second Alkire to adopt Resolution 22-045 approving an amendment to the contract for private development, prior to execution, by and between the City of Lake City, Underwood Terrace BP LLC, and Underwood Terrace LP. All ayes 6-0-0. Motion carried.
Adopt Resolution 22-046 confirming board and commission appointment Befort, Street & Parks Commission
Motion was made by Nichols to adopt Resolution 22-046 confirming Street and Parks Commission appointment Patrick Befort; fills Merri Lea Smith vacancy through 03/01/2025 but dies for lack of a second. Motion fails.
Accept resignation of Katie Novak
Motion Boe, second Brown accepts the resignation of Katie Novak and declares a vacancy in the office of City Council. All ayes 6-0-0. Motion carried.
Discuss appointment of vacancy on Port Authority
Motion Nichols, second McGrath to appoint Faye Brown to the Port Authority to fill out the remainder of the Novak term. All ayes 6-0-0. Motion carried.
Unfinished Business:
Waive second reading and adopt Ordinance 621 imposing a moratorium on the sale of cannabis products and authorizing studies regarding such products
Motion Alkire, second Brown, to waive the second reading and adopt Ordinance 621 imposing a moratorium on the sale of cannabis products and authorizing studies regarding such products. All ayes 6-0-0.
Motion Brown, second Kramer, to adopt Resolution 22-047 authorizing publication of Ordinance 621 by title and summary.  All ayes 6-0-0.

Motion Alkire, second Brown to approve the consent agenda as presented.  All ayes 6-0-0. Motion carried.

Motion McGrath, second Brown to end the closed meeting at 7:45 p.m. All ayes 6-0-0.  Motion carried.
Motion Alkire, second Brown to go back into open session. All ayes 6-0-0.  Motion carried.
Council had discussion on negotiation labor strategy.
